Construction Phase Commissioning Process

The construction phase is the third of the four phases that we have identified for the building systems commissioning process. This phase comes immediately after the design phase and comes before the occupancy and operations phases.

During the construction phase, the commissioning plan (Cx plan), which was updated by the commissioning provider (CxP) during the design phase, is implemented. Consistent interaction between the CxP and the construction team, as well as frequent communication between the CxP and the design team, are essential to the construction phase’s success.

The CxP leads both the larger Commissioning Team (Cx Team) and the smaller Commissioning Provider Group (CxP Group) to ensure commissioning activities are completed correctly and on schedule.

During the construction phase, the CxP is responsible for revising the owner’s project requirements (OPR) or current facility requirements (CFR), updating the commissioning plan, reviewing construction submittals for compliance with the OPR or CFR, distributing checklists to contractors, observing building equipment and system installations, and developing and managing various tests.

After equipment and system start-up, which includes installation and acceptance tests and testing, adjusting, and balancing (TAB), the CxP is responsible for coordinating and scheduling functional performance testing (FPT) and integrated systems testing (IST) with the appropriate Cx Team members.
