Building Enclosure Commissioning, abbreviated as BECx (sometimes the term “envelope” is used instead of “enclosure”), is a rigorous process with a strong emphasis on quality in which the energy performance of a facility, system, or assembly is evaluated and verified in comparison to predetermined goals and standards.

A commissioning team is responsible for carrying out the process itself. This team employs trustworthy and precise measurements to ensure that the project is satisfying the particular quality requirements that were defined by the owner of the project. The commissioning process starts when the project is first conceived and continues on during the many construction phases. These phases include the pre-design phase, the pre-construction phase, and the construction phase.

Building enclosure commissioning enables a third-party enclosure specialist to represent the best interests of the owner in order to ensure that the performance of the building envelope matches the intent of both the owner and the designer. The additional layer of evaluation carried out during the design, building, and post-occupancy phases of the project gives the entire project team the peace of mind that comes from knowing that the envelope will function as intended.
